World: OCHA Pooled Fund Guidance – US Award – Tranche II

These documents outline the parameters and process, as well as technical guidance for allocating resources from the second tranche of the U. S. Award via the OCHA-managed Country and Regional Funds. It is intended to guide RC/HCs, Advisory Boards, and humanitarian partners, clarifying global stipulations to be taken into account when conducting country allocations. 2. The overarching objective of the U. S. Award remains to provide rapid life-saving assistance to people facing the most severe humanitarian needs, categorized as inter-sectoral needs of severity 4 and 5 as defined by the Humanitarian Needs and Response Plan (HNRP) or other appropriate analysis in countries without an HNRP. The Emergency Relief Coordinator (ERC) issued a Statement of Intent as a framework for the allocation of the second tranche, within which RC/HCs will develop country-specific Allocation Strategies. 3. For this allocation of the second tranche of the U. S. Award, several parameters have been adjusted based on an extensive lesson learning exercise that concluded in June 2026, following the allocation of the first tranche. This updated guidance outlines the overall approach and reflects adjustments vis-à-vis the guidance for the first tranche. 4. The allocation of the second tranche of the U. S. Award will continue to be undertaken in line with the Country and Regional Fund Global Guidelines (hereafter ‘Global Guidelines’), while adhering to specific parameters – primarily on speed of implementation, quality of response and enhanced accountability and reporting. While the Global Guidelines provide the basis for administering the U. S. Award, additional stipulations are applicable to reflect specific characteristics of the funding.
