Climate forecasting agencies indicate that El Niño conditions are either developing or strengthening in the Pacific Ocean and are expected to persist through the coming seasons, increasing the likelihood of significant climatic impacts across the Horn of Africa. According to the U. S. National Oceanic and Atmospheric Administration (NOAA), the July 2026 ENSO forecast assigns a 97-100% probability of El Niño conditions persisting through late 2026 and early 2027, with a high likelihood of further intensification. For Somalia, El Niño is historically associated with above-average rainfall, riverine flooding along the Shabelle and Juba Rivers, flash floods in urban and rural settlements, infrastructure damage, disease outbreaks, and new displacement. IDP sites are particularly at risk as many of them are located in flood-prone areas and rely on poor infrastructures conditions. In that context, managing 214 IDPs sites across Banadir, Jubaland, Southwest State and Laas Caanood, this document summarizes Acted and its local partners IHADS, Gredo and SADO key preparedness initiatives and coordinated response capacity.
