Afghanistan Key Message Update, September 2026 – January 2027: Above-average winter precipitation expected to drive favorable winter wheat cultivation

Key Messages Crisis (IPC Phase 3) outcomes are expected to persist in Daykundi, Faryab, Ghor, Badakshan, Nimroz, and Kunar provinces through at least January 2027. Although the later-season harvest is still ongoing in the higher-elevation provinces of Daykundi, Ghor, and Bamyan, limited income-earning opportunities continue to constrain household food access. In major urban centers, economic constraints, limited income-earning opportunities, and heightened competition for employment continue to sustain Crisis (IPC Phase 3) outcomes. As the lean season begins, between January and April, when household own-produced food stocks deplete, Crisis (IPC Phase 3) i s expected to become more widespread. While winter labor opportunities will provide a marginal increase in income, particularly for weeding, landowners typically engage in planting wheat themselves as it is less labor intensive, limiting the need to hire laborers. As income from casual labor declines, reducing purchasing power and constraining households’ ability to purchase food from markets, households are expected to face food consumption gaps. As a result, households are likely to engage in negative coping strategies, including selling productive assets and taking on debt. Conversely, the harvest of second-season crops and fruits across the eastern, western, southern, and southeastern regions is supporting household food consumption and income generation through crop sales, while improving seasonal labor opportunities and market food supplies. Combined with a favorable wheat harvest, many households in these areas are expected to remain in Stressed (IPC Phase 2) through the projection period. The second-season harvest, notably of maize, rice, and seasonal fruits, is largely complete countrywide. Favorable weather conditions and sufficient irrigation water supported strong crop conditions, with average or better production expected for most crops, including maize, rice, potatoes, soybeans, red beans, pine nuts, fruits, and vegetables. However, localized hail, frost damage, and water shortages caused some crop losses. The harvest is supporting market supply, with surpluses reported in major markets. However, continued border trade disruptions with Pakistan have limited export opportunities, particularly for vegetables and fruits, reducing income from these goods. Overall, agricultural production prospects remain favorable, supporting household food and income access countrywide. The ongoing El Niño event is expected to drive above-average October 2026 and January 2027 precipitation to start the October 2026 to May 2027 wet season. As a result, conditions are anticipated to be favorable for winter wheat planting and total area planted is likely to be above-average. While farmers remain cautious and are awaiting a reliable start to the season before fully engaging in land preparation and planting after four consecutive years of drought and delayed rainfall onset in recent years, there are no delays in land preparation or planting expected given the likelihood of a favorable start of season. In August 2026, staple food prices in Afghanistan remained broadly stable compared to the previous month, supported by adequate carryover stocks from the recent harvest and continued stable imports from source markets. However, wheat flour, rice, and cooking oil prices remained 12, 32, and 11 percent above last year, respectively, driven by stronger domestic demand that has increased pressure on local markets. The Food Security and Agriculture Cluster (FSAC) cash basket, which includes wheat flour, rice, pulses, vegetable oil, and salt, averaged AFN 6, 026 in August 2026, remaining stable compared to July 2026, 11 percent above last year, and 6 percent below the five-year average.
