In September, two warehouses used by WHO in Ukraine were hit by attacks: a main humanitarian warehouse in Kyiv region was destroyed on 3 September, while a warehouse in Chornomorsk, Odesa region, was damaged on 22 September, affecting temperature-controlled storage for essential medical supplies. Supplies lost in attacks were intended to support nearly 270, 000 people. During the third quarter of 2026, WHO verified 180 attacks on health care, equivalent to an attack every 12 hours and a 17% increase compared with Q2. In the first nine months of 2026, 480 attacks were verified across Ukraine. WHO published its 2026–2027 Winter Risk Assessment, identifying Sumy, Kharkiv, Chernihiv and Donetsk oblasts as facing the highest overall public health risks from the combined effects of cold weather, population vulnerability and limited coping capacity. New WHO HeRAMS data, covering 11, 099 health facilities, show that 629 facilities, or 6%, are non-operational, with more than two thirds located in Donetska, Kharkivska, Sumska, Zaporizka and Poltavska oblasts. WHO strengthened access to essential health services through evidence-based planning, including mapping 9, 648 immunization service delivery locations and identifying 259 priority areas where outreach could bring more than 10, 000 additional children within a 30-minute walk of immunization services. Across the first nine months of 2026, 20 inter-agency convoys and nine WHO bilateral deliveries provided health supplies for 30, 000 people in frontline and hard-to-reach communities with no other reliable point of access. WHO also advanced longer-term health-system priorities in September, including nursing leadership and research capacity, tobacco and nicotine control, rights-based mental health care, and preparedness for the upcoming influenza season.
