Yemen’s Emergency Shelter Pipeline at Breaking Point

The Yemen Shelter, Land and Site Coordination Cluster urgently calls on the donor community to help restore the Common Pipeline—one of the humanitarian response’s most important mechanisms for delivering emergency shelter and essential household assistance across Yemen. Established in 2018, the Common Pipeline enables national and international NGOs and UN agencies to rapidly access standardized emergency shelter kits and essential non-food items, including mattresses, blankets and kitchen sets. By collectively procuring, storing and pre-positioning these supplies, the Pipeline allows partners to respond quickly and efficiently to families displaced or affected by conflict, flooding and other sudden shocks. Today, this critical mechanism is no longer operational at the scale required. Its emergency stocks have been exhausted, and all 11 supporting warehouses have closed. Unless urgent funding is secured, tens of thousands of families could face the remainder of the 2026 rainy season—and the risk of renewed conflict-related displacement—without timely shelter assistance.
