Please refer to the attached file. This report, prepared by HELP Logistics and Ultreia, is an evaluation of Common Pipeline mechanisms, which IOM is a leader in globally. This report was commissioned by the Global Shelter Cluster and IOM and provides the first comprehensive view into how Common Pipeline mechanisms work in humanitarian contexts Common Pipelines are operational coordination mechanisms for the procurement and distribution of shelter and other non-food items at country level. IOM has led Common Pipelines for over twenty years in over fifteen various country contexts. This report provides lessons learned and opportunities for enhancing the Common Pipelines, specifically in the context of the sector’s reforms and Humanitarian Reset. The recommendations provide actionable steps that can be taken to maximize the use of the Common Pipeline modality across the humanitarian sector.
