World: Anticipatory Action in 2025 – Forecast to Frontline: Acting Early to Ensure Children Survive, Learn and are Protected

Anticipatory Action in 2025: Forecast to Frontline – Acting Early to Ensure Children Survive, Learn and are Protected highlights Save the Children’s progress in scaling child-centred anticipatory action to help communities prepare for and respond to climate and health-related shocks before they become humanitarian crises. In 2025, Save the Children activated anticipatory action 14 times across eight countries, reaching more than 430, 000 people with early interventions designed to reduce risks and protect lives and livelihoods. The report demonstrates how timely forecasts, pre-arranged financing and pre-agreed actions can help safeguard children from the impacts of hazards such as drought, floods and disease outbreaks. It presents emerging evidence on the effectiveness of anticipatory action, showcases strengthened partnerships with governments, local actors and humanitarian stakeholders, and highlights growing investments in local preparedness and response capacities. Drawing on experiences from multiple contexts, the report underscores the importance of acting before disasters strike to protect children’s wellbeing, education and safety, while strengthening community resilience in the face of increasing climate-related risks. It also outlines lessons learned and priorities for expanding anticipatory action as a core component of humanitarian and resilience programming.
