OPERATIONAL CONTEXT & HIGHLIGHTS: • The Russian Federation continued to carry out large-scale attacks across Ukraine throughout March, causing civilian casualties, the destruction of civilian homes and energy infrastructure, and leading to power outages. On 23-24 March, Russia launched nearly 1, 000 drones and dozens of missiles at Ukraine, and again around 700 long-range drones in a 24-hour period on 31 March-1 April. According to the UN HRMMU, at least 211 civilians were killed and 1, 206 injured during March 2026, representing a 49% increase compared with February 2026 and a 29% increase compared with March 2025. Attacks on Ukraine’s railway infrastructure also intensified in March, affecting at least 14 regions. • UNHCR’s local NGO partner Proliska came under fire on 20 March while conducting an evacuation of older civilians from the town of OleksievoDruzhkivka in Donetska oblast. A van that was clearly marked with the logo of humanitarian organization was evacuating older civilians from frontline areas when it was hit by a Russian FPV drone. Tragically, two evacuees were killed, and two others were injured. The UNHCR Representative in Ukraine and the UN Humanitarian Coordinator a. i. strongly condemned the attack. • On 3 April, the Kramatorsk interim evacuation point for people fleeing the frontline, which is supported by UNHCR, sustained damage during an aerial attack. No injuries were reported among evacuees or staff. • UNHCR continues to work within the interagency response to support the Government of Ukraine and local authorities to address the most pressing humanitarian needs, providing life-saving humanitarian assistance and protection services while at the same time helping war-affected people and communities to recover, and displaced people to find durable solutions.
