Türkiye: Cash-based Interventions Technical Working Group (CBI TWG) National Meeting Minutes (6 October 2026, Online Meeting) [EN/TR]

Please refer to the attached files. Operational Issues Programme Updates Winterisation Cash Assistance 2026-27 • Prioritisation and geographic focus: In view of constrained funding, prioritisation remains particularly important for the 2026-2027 winter response. While winter-related costs increase across Türkiye, the response will continue to focus on the 11 provinces affected by the February 2023 earthquakes, considering residual earthquake impacts, higher levels of need and refugee concentration in these areas. • Targeting: Household-level targeting will focus on non-SSN recipients, with consideration of shelter and living conditions and vulnerabilities. To improve complementarity and avoid overlap, efforts will be made to reach households not receiving other forms of assistance. The overall target groups include persons under temporary and international protection, vulnerable host community members in urban and rural areas, and residents of Temporary Accommodation Centres (TACs). • Planning target: The planning target is 52, 700 refugees (~10, 540 households). The planning calculation was based on approximately 10% of Syrians not receiving SSN assistance in the 11 targeted provinces. The quantified planning figure covers Syrians only due to availability of data, although the broader eligibility criteria can include the groups noted above. • Transfer value: The same calculation approach as last year will be applied. The amount combines a TRY 5, 000 base value, intended to cover at least one heating device per household, with an additional amount for utilities and relevant NFIs calculated according to household size. The calculation is provided for reference and transparency. Partners may round transfer values for operational convenience without this being considered a harmonisation concern. The table covers households of up to 10 members. Larger households should be assessed separately. The average household size is generally 5-6 members. • Timing: The winterisation response period in Türkiye generally runs from October to April, with the most severe winter conditions typically occurring between December and February. Timely delivery of assistance was therefore emphasised. Partners were also asked to consider in their implementation planning that Ramadan will fall in February in 2027. • Coordination and duplication prevention: Continued information-sharing among partners will be important to prevent duplication and support effective targeting. The 2026-2027 Winterisation Task Force SOP has already been shared and will be further discussed along with related information at the upcoming Winterisation Task Force meeting. Please refer to the relevant slides for further details.
