The latter half of 2025 saw significant population movements, reflecting both the hope and the hardship of the transition. 2025 was also marked by the transition from the Syria Humanitarian Fund (SHF) and the Syria Cross-border Humanitarian Fund (SCHF) into a single, country-wide unified financing mechanism. This evolution, designed to operate across all regions of the country, responded to a changing coordination framework and efforts to optimize the humanitarian architecture.
