Solomon Islands: Accountability to Affected People Analysis Report | Tropical Cyclone Maila

The July 2026 Accountability to Affected People (AAP) report by the Pacific Humanitarian Team analyzes community and organizational perspectives following Category 5 Tropical Cyclone Maila, which affected 150, 000 people across the Western and Choiseul provinces in the Solomon Islands. By comparing survey data from 14 humanitarian organizations with community-level assessments from 595 displaced households in Western Province, the evaluation examines the effectiveness of information provision, community engagement, and sensitive feedback mechanisms. The findings indicate that while organizations have foundational two-way communication and complaint systems in place, significant gaps persist regarding community awareness of these systems, consistent follow-through on complaints, and the inclusion of marginalized populations such as persons with disabilities and individuals with diverse SOGIESC. To maintain community trust and mitigate serious protection risks like sexual exploitation and corruption, the report recommends diversifying communication toward trusted media such as radio, standardizing feedback loops, and prioritizing AAP and protection refresher trainings for humanitarian staff.
