EARLY ACTION PROTOCOL ACTIVATION Activation Overview The simplified EAP focuses on the floods in the Rubavu and Nyabihu districts, in the Western Province of Rwanda. The pre-agree triggered if, within the rainy season, Meteo Rwanda’s Dekade forecasts indicate that the next 10-day total rainfall will exceed 90 mm. According to Meteo Rwanda, a forecast dated 10 October predict rainfall amounts ranging between 85 and 105 mm are expected in Rubavu and Musanze Districts, several parts of Nyamasheke and Nyabihu Districts, western parts of Karongi and Gakenke Districts, western and northern parts of Rutsiro and Burera Districts as well as small portion of central parts of Rusizi District. Since the preagree trigger is reached, the National Society will proceed with the implementation of early action activities that focus on supporting evacuation of at-risk communities, support community sandbagging, cash for shelter, for livelihoods and for evacuation, hygiene promotion and provision of water with water truck at evacuation centres and dissemination of early warning messages.
