NA body informed: Civil servants’ asset declarations to be made public by the year-end

ISLAMABAD: Amid security concerns, the government is set to partially public the civil servants’ asset declarations by end of December 2026 to meet structural benchmark set by the International Monetary Fund (IMF). This was revealed by secretary Finance Imdad Ullah Bosal, while briefing the National Assembly Standing Committee on Finance and Revenue, which met here on Thursday with Syed Naveed Qamar in the chair. However, the committee members raised serious concerns over the move while saying that when politicians including President and Prime Minister of Pakistan can disclose and public their assets, then why not the public officials. Bosal responded that a lot of technical work was done by Establishment Division and Federal Board of Revenue (FBR) on this matter. FBR will assess the data and report to Establishment Division, where the later would have the power to take disciplinary action, if identify any discrepancy. The Division further informed that assets would be declared on certain lines and would not publish all the things. READ MORE: FBR asks officers to submit assets declarations by Oct 30 The government has moved to digitise declaration of income and assets of all federal civil servants in BS-17 and above, replacing the existing manual submission process with a dedicated Federal Board of Revenue (FBR) online portal, with the declarations to undergo risk-based verification and selected non-sensitive information to be made public. The Establishment Division, in collaboration with the FBR, has launched the digitised system for submission, verification and publication of declarations of income and assets under Section 15-A of the Civil Servants Act, 1973 and Rule 12 of the Civil Servants (Conduct) Rules, 2026. According to an Office Memorandum issued by the Establishment Division, all officers in BS-17 and above are required to submit their Declaration of Income and Assets for financial year 2025-26 through the dedicated FBR portal—doa. fbr. gov. pk—in lieu of the existing manual process. The deadline for digital filing has been set as October 30, 2026, in accordance with Rule 12(6) of the Civil Servants (Conduct) Rules, 2026. Under the new mechanism, officers will first have to provide their name, designation, personal active email address, mobile number and CNIC to their respective Cadre Administrator for creation of an account on the FBR portal. The Establishment Division directed that the email address provided by officers should be personal and should not change with their official postings. The Cadre Administrator will forward the officers’ details to the FBR, which will notify them about account creation through email, SMS or other prescribed means. After receiving the notification, officers will activate their accounts by entering their CNIC on the portal and using the “Forgot Password” option to receive a one-time password (OTP), enabling them to set their own password. Once logged in, officers will find a “Declaration” option on the FBR portal dashboard. By selecting this option, they will be required to enter the requisite information through subsequent screens, with the details specified in Annex-I of the Establishment Division’s memorandum. The information submitted by officers will subsequently be subjected to risk-based verification checks by the FBR, which will communicate the results to the relevant Cadre Administrator. Establishment Division said selected non-sensitive sections of the declarations would be published on the FBR website for information of the general public. The system will, however, allow officers to review the information proposed for publication on the portal before finally submitting their declarations, keeping in view privacy considerations. The Establishment Division has warned officers to ensure the accuracy and completeness of information submitted through the digital system, saying that any misstatement, concealment or non-submission would render them liable to disciplinary action under the relevant rules. The declarations must be filed within the prescribed deadline, while any rectification of errors on the portal will be permissible up to November 30, 2026, subject to approval or authorisation of the concerned Cadre Administrator. Following submission, the declaration will appear under the “Submitted Tasks” tab on the portal. The Establishment Division has also instructed officers to report any difficulty encountered during submission to their respective Cadre Administrator, who may coordinate with the designated FBR focal person for resolution.
