Access constraints and funding shortfalls continue to limit the response. Damage to infrastructure and service networks, together with insecurity in parts of South and Nabatieh governorates, continue to affect humanitarian operations, while the 2026 Lebanon Flash Appeal remains only 37 per cent funded.
