Ethiopia PSEA Network: Data on sexual misconduct allegations received 2025

Country: Ethiopia Source: Inter-Agency Ethiopia PSEA Network Please refer to the attached file. The Protection from Sexual Exploitation and Abuse Network in Ethiopia (PSEA Network) was established in 2018 and started to gather data on sexual misconduct in 2022, in line with the Inter-Agency Standing Committee global PSEA mapping exercise. In 2024 and 2025, those Network members providing data on sexual misconduct allegations were asked additional information that correspond with HRS data fields, with the added field of the region the allegation occurred. This data summary collates all information received in 2025 from: i) the UN iReport, ii) the CHS Alliance HRS and iii) the PSEA Network mapping exercise. Data on sexual misconduct is usually restricted or not shared due to its sensitivities; it is only in the aggregate form that identities of survivors and organisations can be anonymized. Data on misconduct, in its aggregate form, can safely inform prevention and response efforts, dispel myths that it is not happening, and highlight key gaps such as the risk of field staff. The data also reveals that sexual misconduct is severely under-reported in Ethiopia, with only 22 sexual exploitation, abuse and harassment allegations recorded in 2025 despite a significant presence of UN, INGO and local NGO staff across the country.
