Overview Oxfam’s Emergency Response Fund Agility pilot (2021–2025) tested a locally led, rapid-response funding model in Bangladesh, Puerto Rico, and Uganda. The initiative demonstrated that quality, flexible funding—managed by local consortia—can, according to local actors themselves, deliver fast, inclusive, and cost-effective humanitarian aid. The ERF Agility highlights the need for donors to invest in scalable, locally managed funding mechanisms and work closely with local actors to reform existing systems to truly enable localization and decolonization in humanitarian action.
