ISLAMABAD: The federal government has introduced around 80 amendments to the Import Policy Order (IPO) 2022 through a new statutory regulatory order (SRO), revising multiple tariff classifications across various appendices. According to an official notification issued by the Ministry of Commerce, the amendments have been made under Section 3(1) of the Imports and Exports (Control) Act, 1950. The changes primarily involve the inclusion and exclusion of specific Harmonized System (HS) codes in Appendix-A, Appendix-B, and Appendix-C of the Import Policy Order. In Appendix-A, several HS codes have been removed from Sr. No. 15, including classifications related to scrap materials, metals, and electronic waste. In Appendix-B, amendments have been introduced across multiple parts. In Part-I, a new HS code (8518. 4000) has been added. In Part-II, certain pharmaceutical and electronics-related HS codes have been omitted, including 3004. 3100, 3006. 6000, 8525. 8010, and 8525. 8090. Further revisions have been made in Appendix-C, where selected HS codes under Sr. Nos. 9 and 12 have been deleted, including those linked to broadcasting equipment and medical instruments. The Ministry stated that the amendments are part of ongoing efforts to rationalise import regulations and streamline the classification framework in line with policy objectives. The notification has come into effect immediately. An official told Business Recorder that some items are related to Department of Plant Protection (DPP) as the later had imposed phytosanitary conditions. He said that processed products do not fall under the jurisdiction of DPP due to which those items have been excluded from its regime. Now those items do not need any clearance certificate from DPP. A couple of items were related to animal quarantine department which needed exclusion of the IPO whereas some items were related to Ministry of Climate Change. Copyright Business Recorder, 2026
