Somalia: Community Feedback & Referral Analysis – April to June 2026

In Quarter 2 2026, 3 Site Management Partners worked together with more than 80 Site Management staff receiving & managing community feedback. Each Site Management partner covers a different number of sites and therefore, manages varying amounts of community feedback: IOM recorded 5, 174 tickets, and ACTED recorded 29 tickets. What Feedback was Received? This quarter, 5, 203 feedback entries were received, a 70% decrease from the baseline and almost 50% fewer than the 9, 594 recorded last quarter. Most feedback (97%) consisted of requests for assistance, services, or repairs, while the remaining 3% were general questions about assistance. Who provided feedback and how did they reach us? Most feedback this quarter was received through Mobile Outreach (47%), the Information Desk (36%), and the Hotline (15%), with Mobile Outreach decreasing by 12 percentage points from the baseline. Channel use was similar among people with disabilities, with 54% submitting feedback through Mobile Outreach and 29% through the Information Desk. As in previous periods, women and girls (85%) and vulnerable households (77%) accounted for a high share of feedback. The three most common vulnerability classifications were households with a pregnant or lactating woman, women-headed households, and households with more than three children. Feedback topics were broadly consistent across demographic groups. However, beyond the top three sectors (WASH, SNFI and FSL), women, girls, and vulnerable households reported a wider range of issues, including more requests for health and protection support. What Referrals were Resolved? Of the 10, 590 completed referrals, 12% were successfully resolved, according to service providers, a decrease of 7pp from the baseline. Requests for Nets and Plastic Sheets had the highest resolution rates, with 35% of 101 referrals and 20% of 1, 907 referrals resolved, respectively. The remaining 88% of completed referrals were reported as unresolved, 26pp above the baseline. In Kismaayo, all referrals were marked as unresolved. Providers most commonly cited a lack of funding, particularly for requests relating to Plastic Sheets and Latrines.
