This report delivers the multi-sectoral summative endline evaluation of the emergency response mobilized following the catastrophic September 2024 Alau Dam failure in Borno State. To mount an immediate, localized response to the crisis, Plan International, acting as the international lead partner, collaborated with a consortium of national organizations to secure emergency funding from the Dutch Relief Alliance (DRA). Under this joint response framework, Plan International provided strategic leadership, compliance tracking, and direct programmatic oversight for the consortium. Operational Boundary Clarification: While the overall DRA multi-sectoral intervention featured multiple humanitarian actors executing WASH components across Borno State, this evaluation report exclusively captures the data, infrastructure assets, and protection dynamics within the specific geographic target areas implemented directly by the Center for Community Health and Development (CHAD) International under the direct supervision and management of Plan International. The DRA-funded emergency project was designed as a rapid-response mechanism. It officially commenced operations on September 22, 2024, and concluded its formal implementation phase on March 22, 2025, with an overall consortium-wide operational target to deliver lifesaving assistance to 147, 600 flood-affected individuals across the shared partner network. This evaluation assesses the long-term structural integrity, protection dynamics, and community impact of the specific assets deployed during that six-month emergency lifecycle by CHAD International, tracking performance from the November 2024 Baseline Assessment (N=2, 588) through the June 2026 Endline Evaluation (N=397 Household Surveys; 10 Focus Group Discussions).
