Myanmar | Urban Heatwaves – Simplified Early Action Protocol, 2025 Annual Report (sEAP No: sEAP2024MM01 | Operation No: MDRMM022), 31 March 2026

SUMMARY OF THE EARLY ACTION PROTOCOL Heatwaves pose significant risks to health, livelihoods, and well-being, particularly for vulnerable groups such as outdoor workers, the elderly, children, people with disabilities, and those living in informal or poor housing. To mitigate these impacts, the Myanmar Red Cross Society (MRCS), in collaboration with the Department of Meteorology and Hydrology (DMH), the IFRC Myanmar Country Delegation, the German Red Cross and Finnish Red Cross with support from the IFRC Disaster Response Emergency Fund (DREF), developed a Simplified Early Action Protocol (sEAP) for heatwaves in urban areas. The IFRC DREF has allocated CHF 200, 000 for implementation, including CHF 45, 722 for prepositioning stocks and readiness activities to enable timely early action once activation triggers are met.
