KEY WEEKLY HIGHLIGHTS The Dahieh Doctrine Expanding: Airstrikes have significantly broadened beyond Beirut’s Southern Suburb into densely populated central residential districts, including Ain al-Mreisseh, Basta, and Corniche al-Mazraa, dissolving previous assumptions of urban safe zones. The Diplomatic Decoupling: The failure of Iran-US talks in Islamabad has decoupled Lebanon from broader regional framework agreements. Lebanon enters negotiations internally strengthened against Hezbollah, but externally exposed without a coordinated regional settlement. Ground Encirclement & Territorial Shaping: Israeli forces are executing active ground shaping in South Lebanon, utilizing phosphorus shelling in Mansouri, and attempting the encirclement of Bint Jbeil. IDF ground presence is expanding through towns like Ainata, Qantara, and Taybeh. Erosion of Protective Status: Consecutive, deadly drone strikes have targeted clearly marked emergency responders, including the Lebanese Red Cross and the Islamic Health Authority, paralyzing emergency trauma operations in the South.
