With funding from the European Union through DG ECHO, Acted and six local Civil Society Organisations (CSOs) are delivering multisectoral humanitarian assistance to war-affected populations in severely impacted frontline areas of Ukraine. Through this 12-month initiative, Acted and its partners (CSO “Center of social partnership “Perspektyva”, CSO “Charity fund “Unity and Strength”, CSO Charitable Foundation “Nove Misto”, CSO “Dobrobat – Dobrovolchiy Budivelnyi Batalion, CSO “Charitable Foundation “Dobrobud 2022” and CSO “Southern Development Strategy”) will provide comprehensive support to 20, 678 beneficiaries across Khersonska, Chernihivska, Donetska, Kharkivska, and Sumska Oblasts. Responding to acute needs, the action delivers multisectoral humanitarian aid in the form of shelter support, humanitarian cash transfers, emergency livelihood grants, and mobile protection services—including psychosocial support and legal counselling—to protect and assist the most vulnerable populations. Strengthening frontline resilience through local partnership and rapid humanitarian action. Prolonged hostilities and frequent shelling in frontline and border areas have severely damaged basic infrastructure, shattered local economies, and exposed communities to severe hardship and safety risks. Regions such as Khersonska, Chernihivska, Donetska, Kharkivska, and Sumska Oblasts are among the most heavily affected, facing high concentrations of vulnerable residents, displaced families, and recent evacuees who lack basic resources. Standard social services in these areas are often disrupted or inaccessible. To address these distinct realities, the project provides tailored aid based on verified community needs. Direct cash transfers preserve recipients’ dignity by enabling families to buy what they need most urgently, while shelter repairs and insulation protect residents against harsh weather and war damage. Mobile protection units ensure that psychosocial care and legal support reach isolated communities, and livelihood grants help local households restore self-reliance. Operating across all four Humanitarian Needs and Response Plan 2026 Strategic Priorities, this action combines rapid emergency response following strikes with sustained aid to build resilience. ” The European Union stands firmly with the people of Ukraine, especially those in the most devastated frontline areas. Implementation is already underway across targeted regions. The initial round of humanitarian cash assistance has already reached over 60 vulnerable households in Chernihivska Oblast, alongside assessments and preparations for upcoming cash-for-heating registrations. In parallel, field teams are identifying homes for essential repairs and winterisation, while expanding technical assessments to collective centres in Khersonska Oblast. To reinforce long-term resilience, emergency livelihood initiatives were launched in July. Crucially, Acted is working together with selected local CSOs—a key step that empowers community-based partners to deliver specialised mobile protection, legal counselling, and psychosocial services directly to hard-to-reach populations. Through this concerted action, the European Union, Acted, and the local partners remain dedicated to restoring dignity, improving living conditions, and addressing acute vulnerabilities in Ukraine’s hardest-hit communities.
