On 28 August, a jet-powered Geran-4 drone hit a Ukrainian ammunition depot near residential areas in the village of Myla in the Kyiv region, killing 38 civilians, including all residents of a retirement home, and damaging residential infrastructure through secondary detonations. The event highlights the vulnerabilities that arise from placing military infrastructure in proximity to civilians. Moreover, it reiterates Ukraine’s constant struggle to adapt its air defenses to defend against Russia’s scalable drone and missile production and its concentrated attacks aimed at Kyiv city and region, and the Odesa region. As Russian-linked sabotage attempts across Europe increase, and Russia refuses a ceasefire in Ukraine, European Union member states are revising the political and financial outlook of their support for Ukraine. At least four member states called on the EU to resume talks of using Russia’s frozen assets for much-needed financial support for Ukraine after previous proposals were resisted by Belgium on the grounds of insufficient legal guarantees. Even governments that were previously wary of heightening tensions, such as Germany, appear more willing to raise the costs for Russia’s continuation of the war in Ukraine and its increasingly daring attacks on military and critical infrastructure in Europe. 24 Aug.
