ISLAMABAD: President Asif Ali Zardari has endorsed a major penalty of Dismissal form Service imposed on Muhammad Azhar Ansari (Ex-IRS/ BS-20) on the charge of misconduct.A notification issued by the Federal Board of Revenue (FBR) on Monday revealed that whereas, on completion of disciplinary proceedings under Civil Servants (E&D) Rules, 2020 against Muhammad Azhar Ansari (Ex-IRS/ BS-20) on the charge of “Misconduct”, the Authority; i.e., Prime Minister, imposed major penalties of Recovery of embezzled money from civil servants convicted of embezzlement, recovery as provided under financial Rules, from pay or any other amount payable to the accused, the whole or a part of any pecuniary loss caused to the Government or the organization in which he was employed or posted. If the amount due from any such civil servants cannot be wholly recovered from the pay or any other amount payable to him, such amount shall be recovered under the law for the time being in force and Dismissal from the Service w.e.f. 24.05.2020 upon Ansari vide Board’s Notification.Being aggrieved, he filed an appeal before the President, being Appellate Authority against the imposition of above mentioned penalties.The President, being Appellate Authority within the meaning of Rule 2 of Civil Servants (Appeals) Rules, 1977, after careful examination of the facts of the case, reconciliation of the record, and consideration of the recommendations of Head of the Organisation (Chairman FBR) and the Prime Minister’s office, has been pleased to partially review the penalty and to order that only major penalty of Dismissal from Service be imposed upon the Appellant.Accordingly, major penalty of Recovery of Embezzled Money imposed vide Board’s Notification No. 0754-IR-I/2025 dated 10.04.2025 stands withdrawn, whereas major penalty of Dismissal form Service, w.e.f. 24.05.2020 imposed vide aforesaid notification stands intact, FBR’s notification added.Copyright Business Recorder, 2026
