Key highlights Humanitarian organizations launched the 2026–2027 Winter Response Plan on 22 July, appealing for US$358. 4 million to reach 2. 1 million people between October 2026 and March 2027. The Health Cluster, led by WHO, shaped the health component of the Plan. Ukraine’s Minister of Health convened a coordination meeting with WHO and the Delegation of the European Union to Ukraine on next steps for aligning national health legislation with EU law. WHO premises in Kyiv were damaged in two separate large-scale attacks in as many months. WHO, the Ministry of Health, and the Public Health Center, with support from Gavi, the Vaccine Alliance, completed a second round of measles outreach vaccination in May–June 2026. A National Dialogue on building a unified model for mental health services in primary care was held in Kyiv on 23–24 July, organized by the Ministry of Health with WHO, the National Health Service of Ukraine, and the Mental Health Coordination Centre. Ukraine launched a nationwide rollout of the Epidemic Intelligence from Open Sources (EIOS) system to regional Centers for Disease Control and Prevention. In June and July, the Public Health Center and WHO trained 91 regional epidemiologists from 23 oblasts. The Ministry of Health, the Public Health Center, regional Centers for Disease Control and Prevention, and WHO held the 10th coordination meeting on the development of Ukraine’s public health system, from 9 to 11 July. WHO convened a Technical Meeting on Strengthening Health Workforce Data on 15–16 July in Kyiv, bringing together around 50 participants to improve the quality, interoperability, and use of workforce data systems. WHO Representative Dr Jarno Habicht met with First Lady Olena Zelenska to mark the achievements of an eight-year partnership between WHO and the Office of the First Lady on mental health, school nutrition, and rehabilitation. WHO Country Office in Ukraine launched a six-month therapeutic patient education project for people with diabetes, together with Patients of Ukraine, alongside a newly developed clinical algorithm for primary care physicians managing type 2 diabetes, prepared jointly with the Ministry of Health. Ukraine joined ministers and senior representatives from 37 countries at a high-level WHO/Europe conference on artificial intelligence (AI) governance in health, co-hosted with the Government of Portugal in Lisbon. A Ukrainian delegation, including WHO, took part in the 11th International Digital Public Health Conference in Barcelona, including a dedicated Joint Forum on Ukraine on data analytics and future technical cooperation.
