The WFP-led Logistics and Telecommunications Cluster (LTC) was activated as the Emergency Telecommunications Cluster (ETC) on 03 March 2022 in response to the crisis in Ukraine. This Situation Report provides a monthly update on LTC telecoms activities. All references to the LTC in this report relate specifically to the telecommunications area of the cluster. Summary Points • In May, repeated strikes on telecommunications infrastructure continued to disrupt security communications, including a second major incident at the Kramatorsk remote site, where an airstrike rendered the Very High Frequency (VHF) repeater offline, cutting coverage in a key frontline area. LTC Telecoms is coordinating with partners to assess the damage once access is restored. • Hostilities also impacted the Zaporizhzhia remote site, where an Uncrewed Aerial Vehicle (UAV) strike damaged a TV tower hosting UN equipment, resulting in a complete VHF outage and temporarily disrupting security communications for humanitarian missions. LTC Telecoms is working with national partners to assess and address the damage. • Despite the challenging operational environment, LTC Telecoms continued to advance the second phase of the Security Communications System (SCS) transition to UNDSS, coordinating closely with WFP, the satellite provider, and UNDSS to support the custody and planned handover of satellite communication kits.
