Lebanon: Middle East Escalation, LTC Situation Report (Telecoms) #05 – Reporting period: 15 – 30 April 2026

This situation report provides updates on the Middle East escalation, with focus on Lebanon’s security situation. It outlines the telecoms area activities of the Logistics & Telecommunications Cluster (LTC) in support of the humanitarian response. The Cluster was formally activated on 16 March 2026 and is led by the United Nations World Food Programme (WFP). Summary Points • Network congestion in the north has sharply increased as the population has doubled due to displacement. Many people sheltering in accommodation centres have no reliable internet access to communicate with their families, and mobile networks in these areas are heavily overloaded. • The Government has announced that Starlink service will soon be activated, with priority access in the initial phase for government institutions, hospitals, and other critical services. • LTC continues to lead coordination of telecom needs, including working with mobile network operators on site restoration, expanding internet speed-testing through humanitarian convoys, and supporting convoy-tracking systems to strengthen staff safety and security.
