FOOD SECURITY SNAPSHOT Harvest of winter wheat crops expected to begin in July 2026 Above ‐ average cereal production estimated in 2025 Import requirements in 2025/26 forecast at above‐average level Prices of wheat flour above previous year’s level Harvest of winter wheat crops expected to begin in July 2026 Sowing of the 2026 winter cereal crops, mainly wheat and triticale, took place in September 2025 under favourable weather conditions. As of March 2026, crops were in dormancy phase and snow cover was reported to be sufficient to protect them from frost damage and to ensure adequate moisture reserves for the upcoming growing season. The harvest of winter crops is expected to begin in July 2026, while planting of spring crops will start in May 2026. Above‐average cereal production estimated in 2025 Harvesting of the 2025 winter and spring cereal crops finalized in August and November 2025, respectively. According to final official data, aggregate 2025 cereal production is estimated at about 8. 7 million tonnes, above the five ‐ year average. The output of wheat, cereals NES (mainly triticale) and barley is set at 2. 9 million tonnes, 1. 5 million tonnes and 1. 5 million tonnes, respectively, above the average levels reflecting adequate and well ‐ distributed rainfall during the growing season from March to June 2025. Import requirements in 2025/26 forecast at above‐average level Total cereal import requirements in the 2025/26 marketing year (July/June) are forecast at about 540 000 tonnes, above the five ‐ year average volume. Import needs for wheat, barley and maize are forecast at 350 000 tonnes, 100 000 tonnes and 50 000 tonnes, respectively, all slightly above the average level. The higher overall import requirements reflect increasing domestic consumption needs. Prices of wheat flour slightly above previous year’s level According to the Eurasian Development Bank, the national annual inflation rate was forecast at 7 percent in February 2026, slightly above the estimated 6. 6 percent in 2025. National average retail prices of wheat flour were generally stable between January and October 2025. From November 2025 onwards, prices increased moderately and, by February 2026, were about 5 percent above February 2025 level, mainly reflecting seasonal demand pressures.
