Bangladesh: Community Feedback & Referral Analysis – July to September 2026

Please refer to the attached file. In Cox’s Bazar, IOM and DRC implement Site Management (Camp Coordination and Camp Management) programming across 17 camps hosting more than 500, 000 Rohingya refugees within IOM’s Area of Responsibility (AoR)–with IOM directly managing 13 camps and DRC 4. During this quarter, 131 male and female staff and Rohingya volunteers collected and responded to community feedback through 46 information hubs and 43 mobile teams, strengthening accountability to affected people (AAP). Engagement: What Feedback was Received? This quarter, 33, 843 feedback entries were received, representing a 22% increase relative to the baseline and an increase from the 25, 893 entries received last quarter. Camp 24 recorded the largest change in feedback volume against the baseline, increasing by 143%, primarily driven by feedback on ‘Shelter Materials’. This likely reflects recent targeted shelter distributions, with individuals ineligible for assistance approaching the CFM to raise concerns. People: Who Provided Feedback? Most feedback this quarter came from the Information Desk (82%), and Mobile Outreach (18%), with Information Desk up a notable 6pp from the baseline. The majority (95%) gave feedback on behalf of their household, a smaller percentage represented someone else (3%), or their community (2%) when providing feedback. The channels used to provide the feedback & the top topics were largely consistent across the demographic groups, likely due to accessible information desk and people giving feedback on behalf of their whole family. Women and Girls provided 37% of feedback submitted, an increase in participation of 2 percent points (pp) from the baseline. Resolution: What Referrals were Resolved? Of the 18, 203 completed referrals, 7% were successfully resolved, as reported by service providers. Overall resolution rate shifted 6pp below the baseline with ‘Latrine’ and ‘Food distributions’ topics recording the highest resolution rates, 41% of 631 referrals and 38% of 99 referrals respectively. Expiration: What Referrals went Unanswered? Of the 18, 203 completed referrals, 33% expired – that is, providers did not respond within 60 days. CFM staff then notified these people of the lapse and offered them the option to resubmit their feedback as a new referral. Overall expirations is up 11pp from the baseline, signaling potential areas for improvement. The increase in expirations of Site Development referrals namely those for Slope Protection work was driving this increase.
