oPt: WFP Palestine Emergency Response External Situation Report #99, 29 October 2026 (Reporting period: 1-15 October 2026)

Please refer to the attached file. HIGHLIGHTS • Funding shortages have required WFP to reduce food assistance in Gaza by around one-third, with monthly support falling from 1. 6 million to 1. 1 million people, leaving some 500, 000 vulnerable people without critical assistance as winter approaches. The provision of hot meals has also reduced from 250, 000 to 150, 000 meals per day, with people now receiving meals on alternate days. • Funding cuts risk reversing fragile food-security gains, with 1. 4 million people, or 67 percent of Gaza’s population, still facing acute food insecurity. • Urgent funding, increased humanitarian and commercial flows, and the opening and sustained operation of more crossings and routes are critical to restore and scale up lifesaving assistance across Gaza. SITUATION UPDATE • Airstrikes, shelling and gunfire continued across Gaza, while incursions, demolitions and further advancement of the “Yellow Line” of military control raised protection concerns and risks of further displacement. Humanitarian movements continued to face logistical and coordination constraints affecting the timely entry of assistance. • Winter-related risks are mounting, with an estimated 950, 000 displaced people living in sites at medium-to-high risk of flooding, including more than 400, 000 at high risk. Available supplies could partially cover only 18 percent of the 294, 250 families requiring winter shelter assistance, while shortages continue to affect essential health and water services. • Malnutrition remains a serious concern, with around 3, 000 children aged 6–59 months admitted for treatment each month. In September alone, more than 2, 800 children were admitted for treatment, including over 360 children with severe acute malnutrition, underscoring persistent nutritional vulnerability despite recent modest improvements in some nutrition indicators. • In the West Bank, violence, movement restrictions and damage to productive assets continued to affect Palestinian livelihoods and access to agricultural land. Risks are particularly pronounced during the olive harvest, with some 200 harvest-related settler attacks documented between 1 September and mid-October, alongside increasing constraints on farmers’ ability to access and cultivate their land.
