Ukraine: GBV Safety Audit – Revised 2026 [ EN / UK ]

Please refer to the attached files. Purpose: This safety audit is designed to identify observable environmental, operational and access-related factors that may increase the risk of gender-based violence (GBV), particularly for women and girls, in collective centers and their immediate surroundings. It supports practical risk mitigation, referral and inter-sectoral follow-up. It is not a tool for identifying survivors or documenting GBV incidents. HOW TO COMPLETE THE SAFETY AUDIT: The Safety Audit should be completed through a collaborative, multi-sectoral process. It is not the sole responsibility of the GBV actor or the Site Manager. One person may enter the responses in tool, but relevant actors should contribute to the sections related to their expertise (e. g. WASH, Health, Protection/GBV, Shelter/Site Management). Where a relevant actor is unavailable, information may be gathered through observation and consultation with site management, service providers and residing population. Important: this is an observation-based tool This tool is based on observation during the visit to the Collective Site, where necessary questions from sections below should be addressed/clarified with the Site Administration, service providers and/or stakeholders. Do not ask residents about personal experiences of GBV. Do not record survivor names, alleged perpetrator information, descriptions of specific incidents, case numbers or other information that could identify a survivor. If someone discloses GBV during the visit, follow the applicable referral pathways.
