Vanuatu Anticipatory Action Framework: Tropical Cyclones

Please refer to the attached file. Executive Summary Context: Vanuatu, a Small Island Developing State, is among the world’s most disaster‑prone countries, ranking 20th most vulnerable on the ND‑Gain Index. The population faces frequent hazards, including tropical cyclones, earthquakes, tsunamis, volcanic eruptions, drought, and sea‑level rise, compounded by limited resources and geographic dispersion. Cyclones are the most predictable of these threats, with two to three striking annually. Recent events demonstrate the recurring, large‑scale humanitarian impact of these events: Cyclone Harold (2020) affected an estimated 160, 000 people; the twin Cyclones Judy and Kevin (2023) affected a total of 197, 388 people, representing approximately 66 per cent of the total population; and Cyclone Lola (2023) affected a further 110, 748 people Objective: The framework seeks to provide coordinated and gender responsive anticipatory action to people at risk of or affected by cyclones in Vanuatu. During its first phase, the initiative provides life-saving assistance to people across three provinces: Sanma, Shefa, and Tafea. Development process: The framework was developed through a participatory process co-led by the Vanuatu National Disaster Management Office (NDMO) and OCHA, through the Vanuatu Anticipatory Action Technical Working Group (AA TWG). Co-chaired by NDMO and OCHA, the AA TWG’s membership is open to Vanuatu government entities, CSOs and CBOs, NGOs, the Red Cross and Red Crescent Movement, UN agencies, regional bodies and intergovernmental organizations, academia and research institutions, private sector entities engaged in early warning systems or disaster risk reduction, and international financial institutions — the full list of members is provided in Annex. The AA TWG supports the coordination, promotes and integrates anticipatory action across the disaster risk management and humanitarian system, and has guided the technical design of the framework, including its trigger mechanism, activities, targeting, coordination and financing.
