Syria: South Syria complex emergency 2025 – DREF Final Report (MDRSY014)

Please refer to the attached file. Date of event 13-07-2025 What happened, where and when? Beginning on 13 July 2025, As-Suwayda Governorate experienced a significant deterioration in the security situation following an escalation of violence that resulted in widespread humanitarian consequences. The hostilities led to civilian deaths and injuries and triggered large-scale displacement both within As-Suwayda and towards neighbouring governorates, particularly Daraa. The affected areas were already experiencing considerable socioeconomic pressures due to the prolonged economic crisis and the cumulative impact of years of conflict and recurrent emergencies across Syria. The escalation further disrupted essential public services and significantly affected critical infrastructure. Widespread power outages were reported, while several health facilities either ceased operations or became overwhelmed by the influx of casualties, substantially reducing their capacity to provide essential services. The deterioration of basic services compounded existing vulnerabilities and increased humanitarian needs among both displaced populations and host communities. Throughout the operational period, continued insecurity and repeated breaches of ceasefire arrangements hindered recovery efforts and prevented many displaced families from returning to their places of origin. Access to health services, WASH facilities and essential relief items remained limited, while the prolonged displacement of affected populations placed additional pressure on already overstretched services and resources within host communities. As a result, a sustained humanitarian response remained necessary to address urgent needs while ensuring the safety and access of humanitarian personnel.
