Ukraine Cash Working Group: Identifying Priorities, Designing Solutions and Understanding Outcomes for Winter Group Cash Transfers in Ukraine

This guidance and accompanying summary tool support humanitarian organizations and implementing partners in Ukraine to meaningfully engage communities throughout the Winter Group Cash Transfer (GCT) process. The Community Engagement Guidance provides a practical approach to involving community members in identifying and prioritizing their most urgent winter-related needs, understanding who is most affected, identifying existing assistance and remaining gaps, and designing feasible, community-led solutions. It also highlights the importance of inclusive participation, ensuring that diverse groups, including older people, people with disabilities, and others who may face barriers to participation, can contribute to decisions that affect them. The accompanying Community Engagement Summary Tool helps partners systematically document community priorities, proposed solutions, participation, and expected outcomes. It can also support follow-up to assess whether the assistance addressed communities’ identified needs and what gaps remain. Partners are encouraged to use these resources alongside the Winter Group Cash Transfers Operational Guideline to strengthen community participation, improve program quality, and ensure that collective winterization and energy-resilience interventions respond to the priorities of the people they are intended to support.
