Situation updates National priorities have partially shifted toward addressing impacts of recent heavy rainfall; however, no major incidents affecting the current response operation were reported as per NDRRMA. Holding centres in Rasuwa, Nuwakot and Dhading continue to progressively empty, although visibility on subsequent population movements remains limited. Inter-cluster coordination discussions continue to focus on winterization preparedness and cash coordination priorities 2. LTC Logistics updates SOPs, Cargo Facilitation and Cargo Release Procedures An overview of the recently approved SOPs for humanitarian cargo facilitation and dispatch was presented by the Resident Coordinator’s Office, highlighting agreed procedures for coordinated humanitarian cargo clearance and dispatch, developed in coordination with OCHA. The SOPs provide guidance on cargo reception, customs clearance, storage, dispatch authorization, transportation, and final distribution processes. Clarification was provided on coordination arrangements between humanitarian organizations and relevant government authorities for the movement of relief cargo. Humanitarian cargo transported through government channels remains subject to applicable authorization and release procedures before onward dispatch and distribution. Partners were encouraged to familiarize themselves with the SOPs and incorporate the procedures into operational planning and cargo movements. The SOPs have been disseminated and published for partner reference. Questions were raised regarding customs exemption processes and cargo release arrangements, particularly for consignments arriving through government-managed mechanisms. It was clarified that cargo clearance and release procedures may vary depending on the modality of importation and ownership of the goods, and partners should coordinate with the relevant authorities on a case-by-case basis. Continued coordination between humanitarian partners and government counterparts was encouraged to facilitate timely cargo movement and distribution. Storage Work continues to establish a logistics hub in Dhunche, including: Common transit warehouse services; Common road transport support; Common air transport support; and Shared office facilities. Operationalization of the Dhunche hub is expected shortly. A total of 1, 462. 14 m³ of humanitarian cargo has been received through Kathmandu and Bidur warehouse facilities. A new 1, 115 m² warehouse facility in Kathmandu is now operational and available for partner cargo storage requests through the online SRF platform. The facility can immediately receive locally procured cargo and cargo that has completed customs clearance procedures. Air Operations Air operations experienced temporary disruption due to mechanical issues affecting the MI-8 helicopter. Air transport services are expected to resume shortly following deployment arrangements for replacement assets. Common air services continue operating from Kathmandu and Bidur. A total of 68 air deliveries has been completed, transporting 129. 5 MT of humanitarian cargo. Nine delivery locations have been reached, with additional destinations planned. Operations have achieved up to six rotations per day and approximately 12 MT of cargo movement per day during peak activity periods. An additional smaller air asset is expected to become operational shortly and will improve access to locations unsuitable for larger helicopters. The smaller aircraft will support deliveries to hard-to-reach locations and may operate beyond the current MI-8 deployment period. Dangerous Goods Multiple instances were reported where cargo presented for air transport contained undeclared Dangerous Goods. Common DG items include: Lead-acid and lithium-ion batteries; Water treatment chemicals; Cleaning solutions; Fuel-related items and motor parts. Proper DG declaration, documentation, marking, and labeling remain mandatory for air transport operations. Cargo not properly identified as DG may be removed from dispatch schedules until compliance requirements are fulfilled. Partners are encouraged to use the available DG guidance and lookup tools before submitting transport requests. Partners updates Positive feedback was shared regarding LTC transport support provided for humanitarian cargo movements to hard-to-reach locations. Partners reported successful completion of relief cargo distributions, including food, hygiene and dignity kits, following LTC-supported transport operations. Interest was expressed regarding longer-term warehousing solutions beyond the current emergency response period. Clarification was sought regarding cargo release processes for relief items consigned through government-managed systems. Government authorization procedures remain applicable for release and onward distribution of cargo managed under government mechanisms. 4. AoB Weekly LTC coordination meetings will continue, following the transition from twice-weekly to once-weekly meetings. Meeting frequency was adjusted to reflect the evolving operational tempo and current response requirements. Partners are encouraged to continue sharing logistics requirements, operational challenges and service requests through established coordination channels.
