Situation Overview (Bihar & Uttar Pradesh) – 2nd to 5th Sept 2026 Severe monsoon flooding affected large parts of Bihar and Uttar Pradesh, driven by rising water levels in the Ganga and its major tributaries. In Bihar, official bulletins recorded 10. 26 lakh people affected across 11 districts, while wider inter-agency and media assessments indicated up to ~28 lakh people impacted across 13 districts and 270 panchayats, with key rivers—including the Ganga, Punpun, Gandak, Kosi, Burhi Gandak and Ghaghra—flowing above danger marks at multiple stations. In Uttar Pradesh, flooding linked to the swelling Ganga, Varuna and Ghaghra inundated 35 districts, 79 tehsils and 658 revenue villages, affecting 3. 46 lakh people, with thousands evacuated and shelters activated as “residents used boats to travel through waterlogged streets in flood-affected residential areas along the swollen Varuna river in Varanasi. ” Together, the two states experienced widespread displacement, infrastructure disruption, crop losses and escalating humanitarian needs as river levels continued to rise. 1. Bihar Floods Impact on Humans Flooding has affected 7. 8 to 10. 26 lakh people across 11 districts, with wider estimates reaching 28 lakh across 13 districts. Relief operations include shelters for 1, 553 people, 36 community kitchens serving over 1. 14 lakh meals, 693–912 boats deployed, and distribution of plastic sheets, dry ration and food packets in key affected areas. Three flood-related deaths were confirmed by 5 September (one 12-year-old girl in Punpun block on 3 Sept, and two adult drowning cases on 4 Sept in Danapur Diyara and Maner). Animal husbandry losses Flood reports from Bihar Inter-Agency Group and state animal husbandry data indicate around 70, 000 livestock affected across multiple districts, with grazing lands and fodder supplies submerged. Fodder distribution has begun in districts like Chapra, Purnea and Bhagalpur, with several thousand quintals supplied to protect cattle and small ruminants from starvation. Structural and Property Damages Flooding and riverbank erosion have led to collapse of at least 18 houses into the Gandak in West Champaran (Siswa Kuti, Yogapatti block), with hundreds of acres of cropland lost along Yogapatti and Madhubani blocks. In Bhagalpur’s Raghopur area, a serious breach of the Raghopur–Kazikoraiya marginal embankment (250–400 m) has allowed floodwaters to approach the railway line and inundate diara villages, affecting around 5, 000 residents. Urban flooding has entered parts of Patna, Bhagalpur and Munger, submerging low-lying neighbourhoods, university campuses, hostels and religious sites (e. g. , Ajgaibinath temple complex in Sultanganj).
